Clearer public pages, and preparing mail incident notices

Public pages stated what the private alpha did at the time. Controls that were smaller than a fingertip now meet the tap size. Private mail monitoring now records core failures and recovery, with bounded retries and explicit review of uncertain notices. Notifications remain disabled until hosted checks pass. On a phone, the inbox is the message list, with Inbox, transactions, compose, starred, sent, and the other folders along the bottom.

Short address names, the home link, search filters, and account links are easier to tap.

Inbox toolbar and composer buttons keep a full tap size with a mouse, and a new label starts in ink.
